Systemic Actors and the Enforcement of Digital Rules
Short description
Enforcing digital rules against very large platforms requires regulators to learn as cases develop. This project studies how enforcement strategies evolve under the Digital Services Act, Digital Markets Act, AI Act and GDPR.
The researcher will trace enforcement processes across cases and jurisdictions and interview people involved. Comparing these experiences will reveal how regulators respond to complex platform ecosystems and which learning practices support effective enforcement.
