Enforcement Overlap and Multi-Authority Coordination in EU Digital Governance
Short description
The same digital activity can fall under several regulatory authorities at once. This project examines how overlaps between data protection, cybersecurity and AI regulation affect legal certainty, enforcement and cooperation.
The researcher will compare examples of coordination and identify the sources of overlapping powers. The aim is to develop decision-making and information-sharing arrangements that turn these overlaps into opportunities for shared learning.

What the project involves
- Identify types and causes of overlapping authority in EU digital regulation.
- Develop comparative case studies of coordination between EU and national authorities.
- Produce guidance for decision-rights templates and information-sharing mechanisms.
