Unlearning Obsolete Rules: Designing for Sunset and Regulatory Delearning
Short description
Rules can remain in place long after the conditions that justified them have changed. This project studies regulatory delearning: the deliberate retirement of outdated obligations that prevent institutions from adapting.
Drawing on audits, regulatory sandbox outcomes and interviews across AI, quantum technologies and other sectors, the researcher will examine when rules should be reconsidered. The challenge is to enable adaptation while preserving safeguards, accountability and public trust.

What the project involves
- Investigate why obsolete regulatory obligations persist across technological sectors.
- Develop criteria and indicators for reviewing or retiring rules, informed by audits and sandbox experience.
- Produce comparative case studies and guidance on accountable decisions to remove outdated mandates.
