Procurement for Foresight: Regulatory Learning in Quantum and Cybersecurity

Short description

Public procurement can help governments learn about emerging technologies as well as buy them. This project studies how procurement in quantum technologies and cybersecurity spreads knowledge and security standards among ministries, regulators, private laboratories and standard-setting bodies.

The researcher will compare procurement-led pilots and work with partners to design clauses that generate useful evidence. The goal is to identify when public purchasing supports learning without weakening security or regulatory certainty.
